When you use a Ubuntu-based docker image such as
FROM ubuntu:22.04
by default, /etc/services is not installed.
However, you can easily install it by installing the netbase apt package:
# netbase provides /etc/services RUN apt update && apt install -y netbase && rm -rf /var/lib/apt/lists/*
